14. Revise Compulsory Closure Time for Sat One Dayers Reg 25 (And Sunday 50 too!)

Balancing the end of innings rules for batting and bowling teams.

This has been raised by an email sent in earlier in the year. See below. It definitely won't apply in Super 20 games since the over rate penalty Reg 25.5 applies.

The situation described below will only occur very infrequently.

The bowling side over rate is slow and unlikely to complete 35 overs by the cut-off time (2.55p or 3.25p depending on the match starting time) 

AND 

the batting side loses its last wicket after that cut-off time. That would mean the last wicket falling in the last over.

Result: Bowling side has bowled under the required number of overs due to going too slow (but taken all 10 wickets) and still get 35 overs in reply.

The predicament described (batters try to preserve wickets or score quickly) is not actually any different in this slow overs/over time situation to any other 9 wickets down situation.

At most a batter would have to face 6 balls with the predicament in mind. (i.e. after the umpire has advised last over due to time.) 

For the batters that predicament is no different to being 9 down with plenty of time to go.

What's wrong is that the bowling side at this point has a chance to reclaim their 35 overs after the cut-off time despite their slow over rate.

A few rules below enable this. Similar rules for Sunday 50 Reg 25.3-25.5 would be appropriate.

Note: any fraction of an over will be counted as a single over.
25.4.1 For example if the team bowling first has bowled 33 overs by the time of the tea break, the innings is closed, tea is taken and that team will face 33 overs. example 25.4.1 For example if a team is all out at 3.26pm after 32 overs and 3 balls in a match starting at 1pm, then first bowling team has not bowled their 35 overs before the compulsory closure time. The team batting second will face 33 overs after an innings break.
25.5 NIL 1st team not all out at CCT, 2nd team gets same overs, ] __(moved from previous 25.4, 25.4.1) 25.5 If the team batting first is not all out at the compulsory closure time, the team batting second will receive the same number of overs as the team batting first.

25.4.1 For example if the team bowling first has bowled 48 overs by the time for the interval, the innings is closed, lunch is taken and that team will face 48 overs. example 25.4.1 For example if a team is all out at 1.16pm after 47 overs and 3 balls, then first bowling team has not bowled their 50 overs before the compulsory closure time. The team batting second will face 48 overs after an innings break.
25.5 NIL 1st team not all out at CCT, 2nd team gets same overs, ] __(moved from previous 25.4, 25.4.1) 25.5 If the team batting first is not all out at the compulsory closure time, the team batting second will receive the same number of overs as the team batting first.

Hi, I came across an issue with regulation 25.3 last season that I don't think is right.

Batting first, we were 8 or 9 wickets down trying to cash in as many runs as possible at the end of a one-day match. We were on a little bit of a roll with a few boundaries flowing.

The bowling team were behind in their over rate, so the umpire correctly called time and let everyone know there was "one over to come" in about the 32nd.

This presented us two batsmen with a predicament; do we try to put on more runs in our last over (the 33rd), or do we protect our wickets so that the opposition don't get to apply reg 25.3 and face a full 35 overs (an additional 2 overs)?

What I'm suggesting is that rule 25.3 shouldn't apply if team batting first is all out AFTER the umpire has called 'last over'. The batting team should be allowed to play their final over with as much risk as they want to put a score on.

Whilst in our situation it was only two extra overs, what if the over rate was abysmal and there were 5 or 6 overs left?

This is actually not a bad idea/thought.

Such a change could be achieved by adding a clause such as:

"25.4 If the team batting first is dismissed after compulsory closure time the team batting second will receive the same number of overs as the team batting first.
25.4.1 (an example)"

Some renumbering might also be a good idea too.
i.e.

25.3 1st team all out <35 overs, 2nd team gets 35 overs,
25.3.1 example
25.4 1st team all out <35 overs but after CCT, 2nd team gets same overs,
25.4.1 example
25.5 1st team not all out at CCT, 2nd team gets same overs, ] __(moved from previous 25.4, 25.4.1)
25.5.1 example ]

There might be an objection based on this idea introducing more complexity to an already extensive set of one day rules but that's really another issue. IMHO we really need an **effective** "hurry up and get your overs in" sanction for teams bowling first. (Also another issue entirely...😊 )

Also we should as always think about how this might play out in any game with (non-official) player umpires.

  1. Yes, I think you're right that this might be treating the symptom rather than the illness regarding slow first innings over rates.

    If there was an stronger punishment to the bowling side for not getting their overs in, this rare issue would have a natural remedy.

    I note your concern about adding another layer of complexity... but if an enterprising captain is bold enough to enact rule 25.3 after blowing out his over rate; its not unreasonable for them to also be aware of a clause that prevents them from taking the proverbial.
